Who needs it?
Foreign companies that sell, distribute, or plan to put products on the market in Italy without a legal entity established in the country are legally required to appoint an Authorized Representative to ensure compliance with Extended Producer Responsibility (EPR) obligations.

Electrical and Electronic Equipment (EEE)
Are you exporting your products to Italy? Foreign companies without a legal entity or registered office in Italy are required to appoint an Authorized Representative if they sell Electrical and Electronic Equipment (EEE) on the Italian market, either directly to end users (e.g., via online sales) or through distributors.

Batteries and Accumulators
Are you exporting your products to Italy? Foreign companies without a legal entity or registered office in Italy are required to appoint an Authorized Representative if they sell batteries and accumulators on the Italian market.*
*either as standalone products or integrated into other products (such as electronic devices), whether directly to end users (e.g., via online sales) or through distributors.

Register with the relevant national registers, such as Registro AEE (for EEE) and Registro Pile (for batteries) Provide the registration number for the EEE and/or batteries Join a Collective Scheme, acting as your contact point for all regulatory matters Provide the reporting to the Collective Scheme Submit the annually reporting to the National Register Entity
Failure to comply with mandatory participation in a Collective Scheme, leads to high fines or written warnings.

The contract is signed by both parties. You will also receive a power of attorney on which your signature must be notarized.


Notification to authority:
Once your contract and power of attorney are signed and notarized, we submit them to the relevant authorities and you can continue to license.

Questions about the authorized representative
An Authorized Representative (AR) is a company or person based in Italy who is officially appointed by a foreign enterprise to act on its behalf for regulatory compliance. This role is required when a business not established in Italy places certain products, such as electrical equipment or batteries, on the Italian market.
The AR takes on the responsibility of fulfilling the producer’s obligations under Extended Producer Responsibility (EPR), including tasks like product registrations and reporting, . Appointing an AR ensures the foreign company remains fully compliant with Italian environmental regulations.
Foreign companies without a legal entity or registered office in Italy are required to appoint an Authorized Representative if they place Electrical and Electronic Equipment (EEE), batteries, or accumulators on the Italian market. This obligation applies whether the products are sold directly to end users (e.g., via online platforms) or through local distributors.
This requirement is based on Italy’s implementation of two key EU directives:
- Directive 2012/19/EU on Waste Electrical and Electronic Equipment (WEEE)
- Directive 2006/66/EC and EU Regulation 2023/1542 on Batteries and Accumulators and Waste Batteries and Accumulators
These legislation mandates that producers not established in an EU Member State must appoint an Authorized Representative in each country where their products are marketed. In Italy, this is enforced through national legislation and overseen by the Registro Nazionale AEE (for EEE) and Registro Pile (for batteries and accumulators).
The Authorized Representative acts on behalf of the foreign producer to ensure full compliance with Italian and EU regulations. This includes:
- Registering with the appropriate national registers
- Submitting regular reports on quantities and types of products placed on the market
- Ensuring proper labeling, collection, and recycling obligations are met
- Coordinating with Collective Schemes where applicable

Yes, every company with its registered office outside of Italy is required to appoint an authorized representative to fulfill legal obligations if it exports electrical and electronic equipment and batteries and accumulators to Italy.
A company or individual may act as your Authorized Representative if they:
- Are legally established and resident in Italy (i.e., have a registered office or permanent establishment in Italy).
- Are formally appointed in writing by the foreign producer to act on their behalf.
- Are capable of fulfilling all legal obligations under the applicable regulations, including:
– Registration with the Registro Nazionale AEE and Registro Pile
– Coordination with a Collective Scheme
– Submission of reports and declarations
– Ensuring compliance with WEEE Directive 2012/19/EU, Battery Directive 2006/66/EC and EU Regulation 2023/1542 on Batteries and Accumulators and Waste Batteries and Accumulators
This representative becomes the point of contact for Italian authorities and is responsible for ensuring that the foreign producer complies with all national obligations
There are penalties if you do not comply with the obligation of designating an Authorised Representative or fail with it on purpose when required as you place your products in the Italian market. These penalties cover not only a range of monetary fines, according to the quantity and type of products placed on the market or suspension or prohibition of product sales in Italy, but also it can lead to legal and financial consequences.
No, such an option does not exist. It is still mandatory to have an authorized representative.
To act as an Authorized Representative, your branch must be legally established and registered in Italy.
An Extended Producer Responsibility Collective Scheme is a non-profit organization established by product manufacturers to collectively manage their responsibility for the waste generated by the products they introduce to the market. Its primary function is to fulfill Extended Producer Responsibility (EPR) obligations by organizing, funding, and coordinating the collection, recycling, and proper disposal of waste from its members’ products.

Authorization fee: The authorization fee must be paid before the contract is concluded. You can select Klarna, credit card, Alipay or SOFORT as payment methods directly in the webshop.
For EU countries we also offer purchase on account. You will find the terms of payment on the invoice sent to you.
License fee: The license fee is currently not charged during the ordering process, but will be sent to you by invoice after receipt of your contract documents.
Definitions: Who needs an authorized representative?
Any person who places batteries or accumulators, including those incorporated in appliances or vehicles, on the national market for the first time in a professional capacity, regardless of the sales technique used, including distance communication techniques as defined in Articles 50 and following of Legislative Decree No. 206 of 6 September 2005, implementing Directive 97/7/EC on consumer protection in distance contracts.
A natural or legal person who, regardless of the sales technique used, including distance communication as defined in Section II, Chapter I, Title III of Legislative Decree No. 206 of 6 September 2005 on consumer protection in distance contracts:
